北京市怀柔区集体林权制度改革研究

Research of Collective Forest Tenure Reform in Huairou District of Beijing

在国家推进集体林权制度改革的大背景下,北京市各区县已经展开了集体林权制度改革。此次改革主要涉及生态公益林。选取北京市怀柔区为研究对象,针对北京市集体林权制度改革的实施进行了实地调研,调研结果显示林农对于不同类型的集体林的改革方式有着不同的态度和意愿,同时通过调查发现林农和政府部门对于林权改革的利益诉求并不完全一致。结合经济学理论,对林农和政府的改革意愿进行分析,提出了集体林权制度改革的政策建议,对于今后北京市林改的开展有一定的参考意义。

In the background of collective forest right system reform in whole country,every county of Beijing has launched the collective forest tenure reform.This reform mainly focus on the ecological forests.This study selected Beijing HuaiRou district as the research object,for the implementation of collective forest right system reform on the investigation.This paper analyzes problems of collective forest right system reform in Beijing by using the data which bases on the investigation.Research results show that peasants have different attitudes and wills on different types of collective forest.Through the survey,it is found that interest demand of peasants and government departments the forest tenure reform is not identical.Combining economics theory,this paper analyse the and the imposition of the reform of the government intend for analysis wills of peasants and government of the reform.In addition,paper give some suggestions which are valuable to the collective forest right system reform in Beijing.
