河北省农业生态环境补偿的调查分析及对策建议

Suggestions and Analysis on the Problems of Agricultural Ecological Environmental Compensation of Hebei Province

基于对河北省农业生态环境补偿问卷调查的数据,对农业生态环境补偿的问题及改善对策进行了分析。调查数据表明,河北省现行的农业生态环境补偿方式仍然很不完善,灾后不仅给政府财政、保险公司、金融机构带来了很大的压力,而且使灾民生计面临困境,影响农民收入的提高和农村经济的快速发展。因此,有必要系统地研究农业生态环境补偿问题,找出各个因素对农业生态环境补偿的影响,最终为建立合理、高效的农业生态环境补偿机制提供一些启示。

The paper based on the data of the survey of agricultural ecological environmental compensation in Hebei province, and analyzed the existing problems and the suggestions of agricultural ecological environmental compensation. The figures of survey showed that current compensation mode of agricultural ecological environmental was still very not perfect. It not only brought great pressure to the government, insurance companies after disaster, and it affected farmers＇ basic living problems, influents the increase of farmers’ income and the rapid development of the rural economy. Therefore, it was necessary to study the agriculture ecological environment compensation problem systematically, and we should find out the various factors which affect the agricultural ecological environment compensation, and finally provided some suggestions about the reasonable and efficient mechanism of agricultural ecological environment compensation.
