摘要
目前,我国现行事业单位养老保险制度改革中存在问题的症结主要表现在事业单位对改革抵触情绪严重,转轨成本的责任主体不明,事业单位分类及绩效工资改革尚未完成,对全额拨付事业单位是否改革理论界有争议等。深化事业单位养老保险制度改革,在政策取向上,应坚持政策理念和保障程度与我国经济社会发展水平相适应,与企业养老保险制度相衔接;同时,积极构建多层次的事业单位养老保险体系。在对策上,要加强舆论引导,积极承担改革成本,加快推进事业单位分类改革和绩效工资改革,妥善处理新旧养老制度的过渡衔接,从而为事业单位养老保险制度改革扫清前进障碍。
The reform cruxes for the endowment insurance system of public institutions include serious inimical mood, unclear responsibility body for the costs of transition, uncompleted institution classification and PRP (Performance Related Pay) reform, and the controversy for the reform of government-sponsored public institutions among theorists. In order to deepen the reform, the government should adopt policies to ensure that the policy ideas and safeguard degrees adapt to domestic economic and social development level and connect to the enterprises endowment insurance system; in addition, establish multi-level institution endowment insurance system actively. In order to clear forward obstacles of the reform, the authorities should take measures to strengthen the guidance of public opinion, proactively under- take the costs of reform, speed up the reform for the classification and PRP, and deal with the transition from old to new endowment systems properly.
