摘要
西北地区是我国未利用地资源最丰富的地区。通过加强制度供给、创新用地模式、设立优惠政策、加强审批管理等,西北地区积累了一定的未利用地差别化管理经验。同时,也面临未利用地开发成本过高、专项规划缺失、优惠政策较少、生态关注不足等问题。建议尽快在西北地区设立未利用地开发利用试点并开展专项规划编制,建立未利用地开发利用激励机制,执行统一的税、费、金优惠政策,制定符合地区特点的土地节约集约利用标准,强化未利用地开发利用监管。
This paper analyses the experiences regarding to different management of unused land in Northwest China,which is accumulated by strengthening institutional supply,blazing new trails towards land use patterns,setting up preferential policies,strengthening the examination and approval administration;and some problems objectively,including the too high development costs,lack of special plans,less preferential policies,and the insufficient concern for ecology.As a result,this paper recommends that setting up pilot for development and utilization of unused land in Northwest Region and carrying out the formulation of special plan as soon as possible;establishing incentive mechanism;executing unified preferential policies of tax,fee,earnest money;formulating standard suited for the regional characteristics;and strengthening supervision over development and utilization.
