国家能源安全的形成有其特定的历史背景,随着能源结构的演变和世界经济形势的发展,它的内涵也在不断丰富和延伸。能源安全包括3个层面的内容,依次为:能源供应链安全,能源使用安全,能源结构性安全。相对于国外发达国家,我国的能源安全主要集中在第一个层面上,同时需要兼顾二、三层面的问题。由于铁路运输在保障我国能源安全中发挥着极为重要的作用,加上铁路在节能和环保中的比较优势,我国应把铁路发展作为国家能源安全战略的出发点和突破口,而积极发展电能和电动车则是保障我国能源使用安全、推动能耗结构优化、降低对石油依赖、构筑低碳交通的关键所在。

Formation of the national energy safety has the specified historical background. As the energy structure is changing and the economic situation of the world is developing, the connotation of the national energy safety is also incessantly enriched and extended. Energy safety includes three levels of meanings. They are the safety of the energy supply chain, the safety of the energy use and the safety of the energy structure in proper order. Compared with the developed countries ahroad, our county＇s energy safety mainly concentrates on the first level, and meanwhile should give consideration to the other levels. Because of the important role of the railway transportation in safeguarding our county＇s energy safety and the comparative superiority of the railway in energy saving and environmental protection, China should take the railway development as the foundation and breakthrough of the national energy safety. Furthermore it is the critical point to actively develop electric power and electric vehicle in order to safeguard the safey of energy＂ use and energy structure ,degrade dependence on oil and build low-carbon transportation.
