援非农业技术示范中心可持续发展面临的问题与对策

Strategy for Sustainable Development of the Agricultural Technology Demonstration Centers Set up by China in Africa

援非农业技术示范中心作为中非农业合作新阶段的标志,遇到的困难和问题主要集中在可持续发展上,本文分别从项目实施进度、实施内容、所取得成就、可持续发展探索等方面研究了首批14个农业技术示范中心的实施状况,并分析了这些农业中心面临的目标定位、资金、土地、沟通、项目监测评价等问题及产生的原因,提出援非农业技术示范中心的可持续发展需要正确把握目标定位和可持续发展的内在要求,鼓励有实力和能力的单位组成联合体共同实施项目,建立援非签证、种子(苗)等绿色通道和合作交流平台,进一步健全金融保障机制和监督评价系统。

Marking the new stage of China - Africa agricultural cooperation, Assisting Mrica Agricultural Technology Demonstration Centers are faced with some difficulties and problems mainly focusing on sustainable development. The paper outlines the implementation of 14 agricultural teehonology demonstration center in the first batch from the perspective of project progress, contents, achievements, sustainable development respectively, and makes an analysis on the problems and causes such as the object location, fund, land, communication and project monitoring and evaluation the centers encountering. As a conclusion, the sustainable development of Assisting Africa Agricultural Techonology Demonstration Center should have a good understanding of object location and sustainable development inherent requirements. The paper encourages capable units to constitute a combo to implement projects together. In addition, Assisting Africa projects visa, seeds green channel and communication platform should be set up, in order to further consummate financial support security mechanism and supervision and evaluation system.
