东北地区工业企业节能减排科技支撑对策研究

Scientific Support for the Energy Conservation and Emission Reduction of Industrial Enterprises in the Northeast Area of China: Tactics Research

我国经济快速增长,各项建设取得巨大成就,但也付出了巨大的环境和资源代价。东北老工业基地重工业大能耗企业多,而哈尔滨市工业企业在东北老工业基地节能减排工作中占据十分突出的位置,以节能减排科技支撑为重点发展低碳经济是转变经济发展方式途径选择。针对哈尔滨市工业企业节能减排科技支撑的现状,必须建立产学研科技创新体系、科技研发激励机制和科技研发技术投入机制,重点推进"南拓"工业项目,强化宏观调控的作用,加快工业结构调整步伐,实施目标管理。

China has a high economic increasing rate in achieving a lot at the huge cost of the environment and resources.There are many enterprises of large-scale industries with huge energy consumption in the old industrial bases in the northeast.Harbin industrial enterprises occupy a prominent position in the work of energy conservation and emission reduction in the old industrial bases in the northeast.The way to change the mode of economic development is to develop the low-carbon economy by focusing the support of science and technology for energy conservation and emission reduction.Considering the current situation of the supporting program in Harbin industrial enterprises,it is essential to do the following： 1.set up systems for scientific innovation of production,study and research,encouragement for the research and development of science and technology as well as the investment of techniques;2.promote ＂Southern Extension＂ industrial items;3.strengthen the macro-control role;4.speed up industrial restructuring pace;5.carry out management by objectives.
