福利效能视域下社区养老服务主体之功能优化研究

Study on Function Optimization of Community Services for the Aged under Welfare Performance

社区养老源于西方的理念传统与制度安排,经多年发展,其理论研究与项目实施日趋完善。受政治、经济、文化等因素影响,我国社区养老之研究在概念和主体界定方面存在诸多差异。本文以"过程"与"结果"为标准,对社区养老服务主体(政府、NGO、商业部门、家庭)之福利效能进行全面评价,在此基础上,认为应在部门关系的拓展、服务力量的凝聚以及帮扶项目的定位方面进一步提升主体的服务水平。

Community service for the aged came from the western idea tradition and institutional arrangements,whose theoretical research and project implementation have been improved gradually with years of development.There are many differences on the concept and the subject definition of China＇s research on the community service for the aged because of the political,economic,cultural and other factors.This article evaluates the welfare effectiveness comprehensively of the subjects（government,NGOs,business sector,households） of the community service for the aged taking ＂process＂ and ＂results＂ as the standard.On this basis,this article concludes that for further optimization of the main level of service,we should further improve the service level of the subject on the expansion of sector relation,cohesion of the service force and the orientation of the aid project.
