社会保障是政府用经济手段解决社会问题的重要制度,是促进社会公平的收入调节机制,政府是现代社会保障中最重要的责任主体,社会保障要获得稳定、持续的发展离不开政府的介入,政府参与是实现社会保障目标的决定因素。社会保障的公共属性、市场失灵、制度环境因素、新公共管理理论等各种因素决定了政府必须介入社会保障。但政府介入并不是政府垄断、政府包办,随着社会不同制度环境因素的变迁,影响政府介入社会保障的程度也会有所不同。

Social Security is an important institution for the government to solve social problems by economic means and also an income adjustment mechanism for promoting social equity.Government takes the main responsibility of modern social security.The stable and sustainable development of social security is inseparable from the intervention of the government.The government＇s participation is the decisive factor in achieving the goal of social securify.Such important factors as public attributes of social security,market failure,system environment elements,new public management theory determine the government＇s intervention in social security.But government intervention is not government monopoly.With the changes of different system environment elements,the extent of the impact of the government＇s intervention in social security will also be different.
