在坚持以"病人为中心"优质服务的前提下,为加强公立医院经济管理,促进公立医院经济效益和社会效益的提高,把管理要素、技术要素和责任要素纳入分配机制,提高工作质量和工作效率,加大分配制度改革力度,制定出科学的绩效工资模式。
