摘要
遭遇2008年的严重电力危机后,南非政府开始制定、实施大规模的电力建设计划,并积极向外寻求金融支持。南非政府支持能源发展规划的举措主要包括:推出"综合能源计划"、"独立发电厂商计划"、提高电费等。尽管南非电力缺口较大,但电力部门市场化水平较高,且非技术性准入条件较为严格,如公开招标、企业社会责任、南非《黑人经济赋权法案》相关规定的遵守等。中国企业宜在重视互利共赢基础上,加强市场研究并组建产融结合的开发模式,规避南非市场风险,以期促进中国企业在南非电力市场的发展。
After South Africa' s Power Crisis in 2008, the government has been setting for financial tion ' s source up and implementing the giant power infrastructure plan, and seeking supports outside of South Africa to increase capacity and change the na- energy mix and competitive landscape. The measures include Integrated Re- Plan 2010 (IRP 2010) , Independent increase and so on. The electricity shortfall in Power Producers (IPPs) plan, tariff South Africa is huge, but the level of marketization in electricity sector is high, and the non - technical access conditions, such as open tender, social responsibility and high local content requirements (BEE shareholding), are stringent. On the basis of highlighted mutual benefits, Chinese power enterprises, to promote their development in South African power sector, should strengthen market research, construct the development mode combined by the energy industry and finance , and avoid the market risk.
