林权流转的制约因素及对策

Restricting Factors and Countermeasures of Forest Property Transfer

以文献研究为基础,解读当前林权流转状况,着重探讨制约林权流转的深层次原因。结果表明,当前我国林权流转具有主体多元化、形式多样化的特点,而林权流转的趋势则逐渐放缓,制约林权流转的因素主要集中在林业产权内涵和外延规定不明确、信息不对称、交易成本较高、制度供给不足以及配套措施不完善5个方面。对此,提出应该从林业产权、流转定价以及流转监管等方面进行改革,以促进林权的顺利流转。

Based on a survey of literature on the status of forest property transfer,the deep reasons restricting forest property transfer were discussed. The results indicated that the forest property transfer in China was characterized by diversity of trade subjects and forms, and its development trend was slowed down in recent years. The deep factors restricting the forest property transfer were analyzed ,they were mainly represented as the following five points ：the obscurity of connotation and extension of the forestry property right, the asymmetry of information, the high trade cost, the lack of corresponding laws and policies and the imperfectness of supporting measures. In order to promote the smooth development of forest property transfer, the forest property market should be improved on the aspects of forest property, transfer price and supervision systems.
