航空器设计、制造单位安全风险管理方案研究

Study on programme of risk management in aircraft design and manufacture organization

分析了航空器设计、制造单位在安全信息收集、分析和风险管理方面存在的问题和不足,研究了国际民航组织对航空器设计、制造单位建设安全管理体系(SMS)的要求。从航空器设计、制造和使用的全寿命周期出发,提出了航空器设计、制造单位安全信息收集、分析和风险管理的方案,对其中信息收集的内容、信息分析的方法、风险管理的流程及方法等进行了详细阐述。研究成果对航空器设计、制造单位开展信息收集、分析和风险管理工作具有一定的指导意义。

The problems and deficienciesin safety information collection,analysis and risk management of aircraft design and manufacture organization were analyzed,and the safety management system（SMS） requirements of the international civil aviation organization to the aircraft design and manufacture organization were studied.The programme of safety information collection,analysis and risk management in aircraft design and manufacture organization was put forward based on the life cycle of aircraft design,manufacture and operation.The recourses of safety information collection,the methods of information analysis and the process and methods of risk management were given in detail.The programme is of great practice value for aircraft design and manufacture organization to carry out information collection,analysis and risk management.
