摘要
1990年代中后期以来,全球经济地域分工及中国城市发展制度环境的重塑不仅推动了中国经济的高速增长,更在地方政府之中滋生了增长主义的城市发展战略。然而,随着当前城市经济、社会、生态等全方面的隐性危机逐渐进入了显性化阶段,增长主义必须也必将终结。本文在剖析城市增长主义空间表征的基础上,厘清了增长主义的逻辑体系与危害,揭示了终结增长主义的内外推力,进而提出了中国城市规划面临的重大转型及所必须采取的新的应对。
Since the later 1990s, the global economy division and the remodeling of Chinese urban institutional environment have not only promoted rapid economic growth, but also created the urban development strategy of Growth Supremacism among local governments. However, as the all-around implicit crisis on urban economic, social, and ecological development becomes increasingly explicit, Growth Supremacism will and should be surely terminated. This paper illustrates the logical system and harm of Growth Supremacism based on analysis on Growth Supremacism spatial expression, reveals the internal and external driving force of Growth Supremacism termination, and consequently puts forward the momentous transformation that Chinese urban planning is facing and the new relevant measures that we should take.
