后现代公共行政的民主图象

The Democratic Image in Post-modern Public Administration

"后官僚制"时代,人类一直寻求破解"铁的牢笼"之困局。在诸多尝试中,后现代公共行政理论别具风格。公共行政理论挟持后现代哲学的"解构"锐气,承接当代哲学的"语言转向",建构独特的民主行政"图象"。后现代民主行政图象的理论设计基于"公共能量场"中的"话语游戏",为实现"一些人的对话"提供了可能性路径。后现代民主行政图象试图回归"公共性"、回归"个体主体性",回归"现场"在场,以此解构"理性官僚制"民主图式,确合乎"人类解放"理想,但如果就此说,民主就在公共行政中实现了,恐怕也为时过早。

In the times of post-bureaucracy,human beings have been searching for the way to break the predicament of ＂the iron cage＂.Among all the attempts,the post-modern public administrative theory stands out.The public administrative theory borrows from the post-modern deconstruction theory and undertakes the linguistic diversion in modern philosophy,thus constructing a unique image of democratic administration.The image of post-modern democratic administration bases its theory on the discourse game in public energy field while the discourse game makes possible the realization of ＂conversation between certain humans＂.In its attempts to return to publicity,to individual subjectivity,to being,the image of post-modern democratic administration aims to deconstruct the democratic pattern in rational bureaucracy,and to achieve the ideal of the liberation of human beings.However,there is still long way to go as far as the realization of democracy in public administration is concerned.
