近年来,我国土壤污染形势日益严重,逐渐成为制约经济发展和人们生活质量提高的一个重要因素。我国作为人均耕地小国和农业大国,研究如何防止、治理、修复土壤的污染问题势在必行。该研究对美国超级基金法律制度的背景、运作管理方式以及主要特点进行了分析,并且探讨了相关制度在国内实行的可能性,对我国土壤保护立法有借鉴意义。

In recent years,the situation becomes increasingly serious on soil pollution in China,and it gradually becomes a constraint on economic development and people＇s life quality.China,as a small country of per capita soil and as a large agricultural country,is necessary to study how to stop,prevent,and repair soil contamination.The CERCLA＇s background,operation management and the main features were analyzed,the possibility of this system worked in China was discussed,as well as the significance of soil protection legislation.
