摘要
为实现发电投资效率和用户响应的一体化激励,引入了"有效容量成本"的概念,改变了传统电价机制的不对称性;以年负荷持续曲线为工具,构建了基于用户用电行为的有效容量成本分摊方法,并设计了实施机制,从而为核算销售电价中的发电容量成本部分提供了有效的方法。算例采用某省2010年实际装机和负荷数据,模拟计算有效容量成本和滚动分摊结果,分析了电价的合理性以及实施后用户响应的影响,验证了模型、方法与机制的有效性。
In order to integrate the incentives from demand side response to promote investment efficiency of power generation,a novel concept of "effective capacity cost" is proposed for power generation and corresponding mathematical models are developed.On this basis,the "effective capacity cost" for different periods is calculated according to the shape of yearly load duration curve,and then is shared between electricity consumers according to their consumption behaviors.Afterwards,an implementation mechanism is designed for practical application.The mechanism calculates the price for generation capacity,which would be integrated as an important component in the end-user electricity price.Finally,a numerical example of simulation of the mechanism implementing process is investigated.The example is based on actual installed capacity and load data of a power system in a province of China in 2010.The results demonstrate the effectiveness of the proposed model,method and mechanism.
