河北沿海地区湿地农业发展规划及其实现路径研究

Study on Development Planning and Realization Path of Wetland Agriculture in Hebei Coastal Areas

在调查河北沿海地区湿地农业发展现状的基础上,分析了河北省湿地农业发展所面临的历史机遇,讨论了制定发展规划应遵循的主要原则,以及区域布局、发展重点、生产规模、产品总量等规划目标;提出了发展生态农业、集约农业和实行多业融合、规模经营、标准生产、产业延伸等具体实现路径,以及因地制宜规划、政府调控引导、完善投资机制、改革经营体制、科技创新支撑等保障措施。

Based on and the investigation of the present situation of wetland agriculture development in Hebei coastal area, the historical opportunity for the development of wetland agriculture was analyzed, the main principles of formulating development planning and the planning objectives including regional distribution, development priorities, production scale and total product for wetland agriculture were discussed, then the specific realization paths characterized by ecological agriculture, intensive agriculture, industry integration, large-scale operation, standard production, industrial chain extension as well as the related supporting measures including planning according to local conditions, enhancing government regulation and guidance, perfecting investment mechanism, reforming management system and innovating scientific and technological safeguards were all putforward.
