论公安情报产品及其构成

On the Public Security Intelligence Product and Its Composition

公安情报产品具有价值和使用价值,但不能作为商品进行交换;公安情报产品具有独创性,情报内容不能重复生产;情报内容独立于载体,可面向众多用户提供情报服务;情报产品的效用取决于用户对情报产品的吸收、利用。根据公安情报产品的内容和编制方法的不同,可将它分为情况反映类情报、系统资料类情报和综合研究类情报三种类型。公安情报产品生产是由公安情报资料、公安情报用户、公安情报工作人员等要素,由公安情报需求分析、公安情报产品编制及公安情报产品转化应用等环节构成的完整的工作体系。

The public security intelligence product has its value as well as use value, but it cannot be exchanged as goods; it has originali- ty and its content cannot be reproduced; its intelligence content is separated from its carrier, and the related intelligence service can be geared to many users; the utility of intelligence product depends on its users＇ understanding and using of it. According to the different con- tents and compiling methods 0 the public security intelligence product can be divided into three types： descriptive intelligence product, sys- temic intelligence product and comprehensive analysis intelligence product. Its elements include intelligence, intelligence users and intelli- gence personnel, etc. The intelligence product generation processes involve three working links ： intelligence requirement analysis, compila- tion and application of the public security intelligence product.
