Urban public transportation service supply mode research—analysis based Guangzhou's case

本文通过对广州城市公交发展历史的回顾,分析城市公交服务供给模式有国有经营转变为公私合作经营,再有公私合作经营回归到国有经营的过程,剖析变迁=现的原因、影响以及评价,得出城公交服务供给的公私合作模式是兼顾城市公交具有的公益性和竞争性特性的最优选择的结论。

This paper reviews the development of the Guangzhou urban public transport.The author describes the whole transfer process of provision mode of the urban public transport from state-owned operation model into a public-private partnerships model,then back to state-owned operation model.The paper analyzes the causes,effects,and evaluation of the transfer process.The conclusion draws that the public-private partnerships is the optimal choice to solve the problems of the urban public transport service with the characteristics of public welfare and profit.
