摘要
环境影响评价是我国环境保护的一项基本制度,但尚存在缺少绩效管理的问题,在环境影响评价领域引入绩效管理具有必要性,选择正确的绩效管理方法和途径是实施环境影响评价绩效管理的基础之一。从环境影响评价的绩效管理概念和理论基础入手,从绩效管理目标、管理组织体系、方法体系、环境监理和环境影响后评价、公众参与、法律法规相关保障、资金投入等几方面探讨了环境影响评价绩效管理的途径和方法,分析表明推行环境影响评价绩效管理需要考虑多方面因素,综合运用各种方法系统实施。
Environmental Impact Assessment(EIA) is a basic rule of environmental protection in China,but still exists problem in performance management.So,it is necessary to introduce performance management into EIA,and the right methods and approaches of performance management are the basis.The concept and theory basis of EIA performance management was brought forward and methods and approaches of performance management system in EIA was analyzed including management goal,management system,methods system,environmental supervision and post-EIA,public participation,laws and regulations and capital investment.The analysis showed that implement of EIA performance management should give consideration to multi-factors and use sorts of ways systematically.
