摘要
我国城市化经过几十年的发展,取得了重大成就,但是,基于我国特殊的城乡土地二元制结构,城市化发展中也出现一些问题,如城市人口增多,房价过高,地价过热,这就给城市人口带来了住房问题。在这样的情况下大力建设保障房刻不容缓。而以传统的国家征地补偿模式解决规模日益增加的保障房建设用地问题已不能满足保障房建设要求,因此,本文结合我国现在土地利用情况探讨采用联合产权模式建设保障房,即在农村集体用地上建设保障房,探讨联合产权模式建设保障房的具体实施路径,设计参与主体及在其中承担的责任,确定收益分配,以期为用地紧张的城市发展保障房有所帮助。
With years of development, China has witnessed significant achievements in economy. However, kinds of problems are arising in China' s urbanization like excessive urban population, over-high house and land price due to dual structure of urban and rural lands, which concurrently causing shortage of house supply. Under the circumstances above, it is imperative for governments to encourage the construction of low-incoming housing. Considering it is not efficient as usual by traditional way of compensating the land owners to recruit lands for construction of low-incoming housing, this paper seeks to solve the housing problem by uniting the land assets and equity according to status quo of land utilization, that is, building houses on rural lands, which are collectively owned by farmers. To be specific, the paper discusses the methods to conduct the idea mentioned above and designs the structure of liability on stakeholders and the mechanism of distribution of benefits in order to ease intense housing supply.
