住房公积金支持公租房事业研究——基于供需两个层面分析

Housing accumulation fund supporting public rental housing:a supply-demand analysis

随着住房公积金社会背景的变化和存在问题的日益凸显,住房公积金已不能很好支撑"市场供应+政府保障"的双轨制住房体系,其改革指向应全面加强对公租房事业的支持。一方面,在政府供给公租房层面,住房公积金要成为公租房建设投融资的全新渠道;另一方面,在"夹心层"人群公租房租住需求层面,住房公积金要成为他们重要的、稳定的租金来源。

Social background changing greatly and problems existing in the housing accumulation fund(HAF),HAF cannot support the'market supply and government guarantee'double-track housing accumulation system very well.The HAF reform should aim at supporting the cause of public rental housing(PRH).As far as the government supply,HAF should be the important source for building public rental houses,and as far as the 'sandwich'people’ s renting and living demands,it is the important and steady source of rents,too.
