摘要
塑造健全行政人格是提高政府行政能力,建设服务型政府的迫切需要。现实中,由于教育滞后、文化制导、制度缺失、角色冲突等诸多因素制约,我国公务员行政人格塑造中遭遇甚至盛行依附型、权力型、腐败型三大典型人格偏差。以道德品质培育为根本,以行政文化建构为依托,以自我行政调适为主导,以行政伦理立法与健全监督机制为保障,成为调适这种行政人格偏差、塑造适合中国市场经济社会发展的健全行政人格的根本路径。
To improve government administrative capability and meet the urgent need for a service-oriented government,cultivating a wholesome administrative personality is imperative.However,in reality,due to many impeding factors such as backward education,mal-influence from the cultural environment,lack of institutional oversight and conflict of roles,the administrative personality of our civil service is plagued by personality deviations that feature dependence,power and corruption.To redress such personality deviations,moral cultivation and legal prohibitions are the primary tools available.
