摘要
为有效解决城市"夹心层"人群住房问题,国家逐步加大公租房建设,但当前政府资金匮乏难以满足公租房建设资金需求。为此将公共基础设施建设中应用比较成熟的PPP模式引入到公租房建设中,并对PPP模式应用于公租房建设的适用性、运作模式及保障机制进行探讨。
In order to solve the housing problems of the "sandwich class" population, the state has increased the construction of public rental housing, but the government does not have sufficient funds to meet the financial needs. This paper introduces the PPP financing pattern which is mature-used in the construction of infrastructure to the construction of public rental housing, and explores the applicability, operation model and the guarantee mechanism.
