如何培育区域经济优势是新一轮经济发展中地方政府必须潜心研究的重大课题。本文从分析区域经济的要素和结构入手，提出要按照社会主义市场经济规律，在空间上以宏观的角度，在时间上用动态的目光来谋划未来发展的优势。

Starting from an analysis of elements and structure of regional economy,this article proposes that we must follow the laws of socialist market economy with a macro angle in space and a dynamic view in terms of time so as to establish the advantage of future development.
