摘要 从风电跨省消纳的技术问题和经济问题角度,分别分析了东北电网系统风电接纳能力和风电跨省消纳的外部不经济性问题。对东北电网风电接纳能力的测算表明,系统有能力保证风电跨省消纳,但火电机组会因为调峰深度的增加而降低其运行的经济性。提出基于市场的风电跨省消纳与交易机制,风电跨省消纳交易的中长期电量可以通过开展负荷低谷时期的发电权交易实现,而风电预测误差以及风电的间歇性所产生的发电计划偏差则可以通过建立调节市场来实现电力电量平衡,并提出了调节市场的交易形式、组织流程、结算机制及其调度模式和模型等。通过调峰平衡分析与实时平衡调度算例分析,验证了所提机制的有效性。 The wind power integration capacity of Northeast Power Grid and the external non-economy of transprovincial wind power accommodation are analyzed in technical and economical view respectively,which shows that,though the grid has the ability to accommodate the wind power,the deeper peak regulation may increase the cost of thermal units. A wind power transprovincial accommodation and transaction mechanism is put forward:the medium-term and long-term wind power quantity can be achieved by carrying out the generation rights transactions during low load period while the generation plan deviation can be balanced by the regulation market. The transaction form,organizational process,clearing mechanism and its scheduling model of regulation market are designed. The effectiveness of the proposed mechanism is verified by the peak regulation balance analysis and the real-time balanced schedulin~ analvsis for a case.
