中国行政体制改革渐进战略的实现,依赖于地方政府的体制改革、机制完善与技术革新。作为政府职能转变和大部门体制改革的重要载体,地方政府行政服务中心在简化行政审批程序,提升政府公信力和回应度,建设具有较高效能的公共服务供给机制方面做出了有益探索。但是,在其迅速扩散的过程中,也出现了内涵界定模糊、机构性质定位不清、归口管理不一、主体功能发挥不足等亟待规范的问题。这就引发了是否应全部统一"中心"的制度体系和管理流程,还是应保持现状、鼓励多种形态独立发展的趋势论争。规范化的管理具有相对的稳定性和显效性,是中心健康发展的重要基础和必要前提,而给予地方政府一定的自我调整、自我选择和充分适应环境变化的余地,使其在探索中找准定位,避免模式单一化的倾向,才能充分调动行政服务中心的创造性和主动性,在促进地方经济发展、构建和谐社会中发挥更积极高效的作用。

Accomplishment of the gradual strategy of the administrative reform in China relies on the system transformation, institution improvement and technology innovation of local government. As an important carrier of the transformation of gov- ernment functions and reform of greater part system, Administrative Service Center of local government has made beneficial exploration in simplifying the process of administrative approval, enhancing the credibility and responsiveness of the govern- ment, and constructing supply mechanism of public service with high performance. However, with the rapid spread, there are also a host of problems as ambiguous definition of the concept, unclear nature of the institution, non - uniformed ad- ministration and inadequate function play, which need to be standardized. This raises the argument on whether all the insti- tutional system and management processes of the center should be reunified or it should maintain the status quo to encour- age the independent development of a variety of forms. Standardized administration is relatively stable and more effective, and is the important foundation and the necessary premise to the healthy development of the administrative service center. Giving local government certain room for self - adjusting, self - selection and sufficient leeway to adapt to environmental changes, encouraging it to find the fight position in the exploration and avoid the simplification of models, can fully mobi- lize the creativity and initiative of administrative service center, and made it play a more active and efficient role in the pro- motion of local economic development and building a harmonious society.
