摘要
新西兰是新公共管理改革最为迅速、彻底、全面的国家之一,它因改革的范围广、力度深、持续时间长、成效明显而被许多国家奉为典范。尤其是其在公务员制度改革,如创新执行长制度,丰富公务员培训,完善监督机制等方面成效显著。
New Zealand is one of the most prompt, thorough and comprehensive nations which are executing the new public management reform. It is a model because that its reform scope is wide, that its reform vigor is deep, that its duration is long and that its effect is obvious. Especially its civil service reforms, such as innovating the CEO system, enriching the training of civil servants and improving the supervision mechanism, obtain many remarkable results.
