Problems and Countermeasures of Agricultural Industry Cluster in Heilongjiang Province

为促进黑龙江省农业产业适度集聚、合理发展,通过分析黑龙江省农业产业集聚的发展现状,找出黑龙江农业产业集聚发展基础、水平、竞争力等方面的制约因素,从经济、机制、政策等层面提出切实可行的对策建议,即加强政府对农业产业集聚的引导和支持、发展新型农业经济组织、加强科技在产业集聚中的支撑作用、加强社会服务体系建设和大力实施区域品牌战略。

In order to promote development of the Heilongjiang agricultural industry cluster moderately and reasonably,through analysis of the current development situation of Heilongjiang agriculture industry cluster, the factors which restricted its development foundation, level and competitiveness were found, and practical and fea- sible countermeasures and suggestions were put forward from economy, mechanism and policy, by following way： to strengthen the government＇s guidance and support for agricultural industry cluster, to develop new agricultural economic organizations,to strengthen the supporting role of sci-tec in agricultural industry cluster, to strengthen the construction of social service system and vigorously implement the strategy of regional brand.
