On Systemic Building of South Korea's Anti-corruption(Ⅱ)

三、公民权益委员会 （一）监察使制度 建立一个倾听和处理民众对公权力造成的苦情民怨的制度平台是预防腐败的重要制度建设。在这样一个制度平台建设方面．韩国根据自己社会经济政治发展的国情以及历史文化，引进了监察使制度，建立了具有韩国特色的监察使制度（the Ombudsman of Korea）。

Systemic building of South Korea＇s anti-corruption is related with basic system, specific system, the anti-corruption agency and public organizations. Starting from the three aspects of anti-corruption and taking the three anti-corruption organizations as case, this paper focuses on specifically systemic system of South Korea＇s anti-corruption, reveals the internal logic of systemic building of South Korea＇s anti-corruption which had four aspects and one center and describes the systemic platform by which South Korean citizens can participate in anti-corruption and open flexible channels of communication leading to the system platform. This three-dimensional systemic building of anti-corruption eventually curbed South Korea＇ s corruption in a controllable range and laid a solid foundation for building a transparency, fair and clean society.
