过度医疗不是单纯的经济学、医学伦理学问题,其产生是多种因素共同作用的结果,因此要综合分析医疗体制、医疗垄断竞争市场、医患信息不对称、新技术实践与医疗风险、患者健康意识等因素对过度医疗形成的影响,并在此基础上提出针对性的策略:完善监管体制和医疗服务体系;改革医生薪酬体系,加强医德建设;规范媒体广告宣传;加强医学科普教育。
