摘要
评价作为一种重要的管理手段,在社会管理各个方面得到了广泛应用。评价结果的正确性、公平性与效用往往与评价的主体相关。不同的评价主体会基于自身的视角对指标体系进行选择。警民关系的评价主体分为民众、警察组织、政府机关、社会新闻媒介和学者。从每一主体的视角设计了评价指标体系,并从共性的角度而言探讨了指标的采集与标准化方法、权重确定与综合评判模型。
Evaluation, as an important management tool, has been widely used in many aspects of the social management. The correctness, fairness and effectiveness of the evaluation results are often associated with the evaluation subject. Different evaluation subjects are apt to choose the index system based on their own perspective. Evaluation subjects of police-community relation include the mass, police organizations, the higher authorities, social media and scholars. Evaluation index system had been designed from the perspective and main concerns of each subject. Collection methods, standardized approach, weight determination and comprehensive evaluation model for indexes had been discussed based on general view.
