德国土地整理在发展历程中重视与经济社会发展紧密结合,有完善的法制体系,强调规划管控,注重多方参与和基础资料建设。实践证明,德国土地整理在促进农村发展、实现城乡一体化过程中发挥了重要作用。我国正处在经济社会快速发展阶段,建议借鉴德国土地整理经验,把农村土地整治作为促进农村发展的根本出路,依靠创新机制、健全法制来推动土地整治健康发展,同时注重土地整治生态景观建设和可持续发展,从而使土地整治在我国社会主义新农村建设进程中发挥更为重要的作用。

In Germany, importance has been attached to the integration of land consolidation and economic and social development, and there has been a sound legal system, emphasizing the planning control and focusing on multi-participation and basic information construction. It has proved that the German land consolidation has played an important role in the promotion of rural development and urban-rural integration. Now that China is on a stage of rapid economic and social development, it is proposed that we should use for reference the German experience in land consolidation and make the rural land consolidation as the fundamental way out to promote rural development, relying on innovated mechanism and improving legal system to promote healthy development of land consolidation; meanwhile, focus on ecological landscape construction and sustainable land development in land consolidation, so that the land consolidation would play a more important role in the process of building a new socialist countryside.
