State Governance Capacity and its Modernization from the Perspective of Good Governance

国家治理问题是当代世界最重要、最核心的命题之一,国家治理体系的能力建设则是铸就现代化强大国家、实现民族复兴中国梦的必由之路。国家治理能力的根本提升有赖于深化改革,在"善治"视野下对决定和影响国家治理体系能力基础的诸方面予以检视和改新,在此前提下参考"善治"的准则并遵循国家新阶段改革顶层设计的规划,必须对构成国家治理制度能力各要素的体制与功能机制进行根本性变革,努力打造一个民主的、法治的、公正的、廉洁的、高效的国家治理能力体系。

The issue of state governance is one of the most important as well as central propositions in the contemporary world. The building of the capacity regarding the state governance system should be considered as the unique way to make a powerful modern country and realize the China dream of national rejuvenation. The fundamental improvement of the state governance ca- pacity depends on inspecting and reforming those factors which influence and determine the capacity of the state governance sys- tem, in the view of good governance. From the premise of this idea, referring to the standards of good governance and following the planning involving top - level designs, we must radically change the mechanism and function of those elements which consti- tute the capacity of state governance system, thus China could build a democratic, role by law, fair, clean, as well as effective state governance system, in a word, a real powerful country.
