Dilemma and Outlets for Marine Economic Development in Hainan

文章分析了海南海洋经济发展的优势、劣势、机遇及挑战,认为其困境在于海洋文化产业基础薄弱、省级海洋立法没有及时跟进,海洋资源开发面临南海争端瓶颈,提出大力发展海洋文化产业、加紧出台省级海洋法规、加强海域执法、合理开发海洋资源的对策。

The author of marine economic development this paper analyzes the advantages, disadvantages, opportunities and challenges of in Hainan, and opines that its plight lies in the weak foundation of its marine culture industry, its lagging marine legislation at the provincial level and the bottleneck for marine resources development arising from the dispute over the South China Sea. Great efforts should be made, as is proposed, to develop marine culture industry, to speed up the implementation of provincial marine regulations, to strengthen maritime law enforcement and to rationally exploit marine resources.
