美丽乡村建设:现状与对策

On the Construction of Beautiful Countryside: Current Situation and Countermeasures

美丽乡村建设既是美丽中国建设的基础和前提,也是推进生态文明建设和提升社会主义新农村建设的新工程、新载体。近年来,部分省份均在积极探索本地特色的美丽乡村建设模式,取得了可喜成绩,但也存在一些问题。比如认识不够,思想不统一;参与部门多,组织协调难度较大;重建设轻规划的现象比较突出,项目建设规划和标准缺失;政府唱独角戏,市场机制和社会力量的作用发挥不够;"软件"建设不同步等。因此,推进美丽乡村建设就需要处理好政府主导与农民主体之间的关系、政府与市场及社会的关系、一事一议财政奖补与美丽乡村建设、统一标准与尊重差异、美丽乡村"硬件"建设与"软件"建设等几个方面的关系,把美丽乡村建设成为农民自身感到幸福的家园。

The construction of beautiful countryside is not only the basis and premise of beautiful China construction, but also the new project and new carrier of boosting the construction of ecological civilization and promoting the new socialist countryside construction. In recent years, some provinces are actively exploring the modes of building beautiful countryside with local features, and have achieved gratifying results. However, there are still some problems, i.e., different governments cannot reach consensus due to lack of awareness; it is difficult to organize and coordinate rural construction because of too much departments involved; it is obvious that some regions put too much attention on constructing than on planning, which makes the lack of project planning and project standards; governments have controlled too much while market mechanisms and social forces have played weak roles; the building of software is out of sync with others, and so on. Therefore, we should deal with all kinds of relationships, especially, the relationship between governments and farmers, the relationship between governments and market-society, the relationship between the government award and subsidy system and beautiful countryside construction. We should also unify construction standards and respect the diversity, what＇s more, hardware construction should go hand in hand with software construction in order to build the countryside into the homes where farmers can live a happy life.
