综合学术界的研究,我国农村公共文化产品和服务供给存在着供给不足与供给无效并存、"被迫性"需求、需求表达不足、供给不均等等问题。这些问题是由供给结构、供给制度、供给体制、供给机制等方面的缺陷所造成的;价值(意义)供给既要坚守主流意识形态的主导地位,又要注重意识形态自律,同时还应让民间信仰正本清源;多元主体供给模式的构建,离不开政府与市场关系的良性互动、社会力量的充分激活和农民主体地位的切实维护;应坚持需求导向,完善需求表达机制、文化参与机制和可持续保障机制;供给质量的考评涉及目标导向、基本原则、考评体系、考评机制等内容,供给质量的提升要注重文化消费需求与对文化消费生态分布的把握。随着农村公共文化服务体系的逐步完善,对农村公共文化产品和服务供给的研究应逐步转移到如何提高供给效能和确保供给的可持续发展等方面。

Summarizing the academic circle＇s researches, countryside public culture product and service supplies have problems of insufficient supplies and invalid supplies in coexistence, as well as compelled demands, demand expression insufficiency, uneven supplies and so on, which have been created by the supply structure, system and the supply mechanism. The value （significance） supplies should not only preserve the dominant position of mainstream ideology, but also pay great attention to the ideology autonomy, and let the folk belief return to the original position. The multi-dimensional supplies pattern demands benign interaction between the government and the market, the social powers＇ full activation and the main body status of the farmer practical maintenance. The demand guidance should be persisted, and demand expression mechanism, cultural participation mechanism and sustainable safeguard mechanism should all be perfected. The supplies quality examination and critique involves goal guidance, basic principles, examination, critique system, examination and critique mechanism and so on. Besides, the supplies quality promotion needs to pay great attention to the cultural expense demand and the cultural expense ecology distribution.
