创新社会管理背景下的流动人口管理——以北京市X区为例

Management of Floating Population under the Background of Innovation of Social Management —Taking District X in Beijing City as an Example

在创新社会管理背景下,如何做好流动人口的服务与管理工作是目前我国公共管理面临的挑战。调查发现,北京市X区在流动人口管理方面取得了一定的成效。但是,也存在如下问题:流动人口管理和服务体系的缺陷;管理主体和管理工具不完善;流动人口相关信息不充分;流动人口的社区认同感不强。为此,X区应转变观念,加大流动人口管理方面人、财、物的投入,创新机制、优化流动人口服务,构建数字化管理系统,扩大民主参与,优化流动人口管理制度,吸纳第三部门参与,培养流动人口社区认同感。

Under the background of the social management innovation, how to do the work of service and management of the floating population well is a challenge to China＇s public administration currently. The investigation found that there has been some achievements of managing floating population in District X in Beijing City. However, there also exist some problems, such as deficiency of floating population management and service system, imperfection of management subjects and manage- ment tools, inadequacy of floating population information and weakness of floating population community identity, etc. Therefore, the study suggested that District X should change the guidance, and increase the investment of human, finance and materials in floating population management. To be specific, they should innovate the mechanism, optimize the service of floating population, construct the digital management system, expand the democratic participation, and upgrade the sys- tem of floating population management. Also, admitting the third departments to involving in floating population manage- ment and developing the floating population community identity should also be taken into concern.
