作为新时期全面深化改革的重大举措,党的十八届三中全会《决定》提出的"积极发展混合所有制经济"的根本目的是为了促进公有制经济和非公有制经济的共同发展。"两个毫不动摇"是积极发展混合所有制的根本原则。必须坚持和贯彻分类改革的原则,根据国有企业所在行业的性质和特点,区分出国有企业占主体和主导地位的和可以大力发展混合所有制的行业与业务领域。积极发展混合所有制经济不能一哄而上、一刀切,更不能搞变相的私有化;必须坚持公平、公正、公开原则,防止国有资产流失和腐败的大量滋生,防止非公有制企业的合法权益被侵犯。
