郭雳认为,无论在全国还是在自由贸易区,中国的利率市场化改革都要秉承系统性思维,和其他改革相配合。罗培新认为,当我们将自贸区法官裁判大量案件所获得的习得经验这种人力资本,复制推广至其他地区尤其是缺乏裁判案件机会的中西部地区时,对其有效性务必保持足够的警醒。郑彧认为,由于中国第三方支付在外资准入、外汇经营方面的限制,目前在自贸区内从事大规模的跨境电子支付还存在诸多法律和政策上的障碍。
Guo Li proposes that, either in the whole country or in the free trade pilot zones, the reform of interest rate market is to be systematic, and matched with the other reform measures. Luo Peixin believes that the sufficient alert should be kept when the experiences acquired from a lot of case verdicts by judges in the free trade pilot zones are duplicated and promoted to the other regions, especially the mid- and western regions where the chances for case verdict are rare. Zheng Yu points out that, at present, there are legal and policy obstacles in international electronic payment in large scale for the free trade pilot zone, owing to the restrictions for China's third party payment in admittance of foreign investment and foreign currency trade.
