摘要
党的十七届五中全会明确提出"坚持陆海统筹,制定和实施海洋发展战略"的总体要求,"陆海统筹"前所未有地成为实施海洋开发、利用、保护与管理的基本原则。党的十八大提出"建设海洋强国"的战略目标,推进陆海统筹是实施海洋强国战略的题中应有之义。拟在探讨陆海统筹基本内涵、重点领域的基础上,提出推进陆海统筹的对策建议。
