文章认为，按生产要素分配原则是由社会主义初级阶段的基本经济制度决定的，是社会主义现阶段生产力状况的客观要求，也是社会主义市场经济规律运作的结果。在多元经济结构中，要求在个人收入分配上既要坚持按劳分配又要坚持按生产要素分配的多元分配机制。

This paper maintains that the principle of distribution according to essential productive factors is decided by the basic economic system at the initial stage of socialism. It is the objective requirement by the productive forces of the present stage, as well as the result of the operation of the socialist market economic law. In the pluralist economic structure, the personal income distribution should persevere in the pluralist distribution mechanism of distribution according to work and distribution according to essential productive factors, which will make the distribution of income tend to be more fair and reasonable.
