对宁夏草业产业化的建议与思考

PROPOSALS AND THINKING ABOUT ORAIRIE INDUSTRILIZATION IN NINGXIA

本文在分析宁夏草业产业化发展面临的机遇的基础上 ,提出了宁夏草业产业化发展的思路 ,应当抓住西部大开发和农村产业结构战略性调整的历史机遇 ,将草业的产业化发展作为农村结构调整的一个突破口 ,依靠对外开放 ,依靠科技创新和制度创新 ,建立政府引导下的市场化草业发展机制 ,用 5年左右时间 ,初步实现宁夏草业的产业化开发 ,建立起与宁夏社会经济可持续发展相适应的高效草产业。争取到 2 0 10年 ,基本遏制全区草地生态环境恶化的势头 ,初步实现草地生态系统的良性循环 。

The paper put forward some proposals on development of prairie industrilization in Ningxia, we should grasp the historic oppotunity of west development and regulation of country structure, regarding industrial development of grass industry as a new beginning of making more progress, establish the market grass industry developing mechanism instructed by government depending on opening to foreign and blaze new trails of science, technology and system;realize project, achieving preliminariry grass industrilization in Ningxia and establish more effective grass industry, realize economic sustainable development in five years, control the impetus of grass industry deterioration in Ningxia by the end of 2010 year, realize right cycle of reass ecological environment and elaborate go the step further emphasis of grass industry development and policy and measure which should be adopted.
