40年来,以价格支持和补贴为主的农业支持保护政策经历了多个阶段的发展与演变,总体上看,改革始终围绕发挥市场在资源配置中的决定性作用和更好发挥政府作用这条主线展开,在发挥价格配置资源作用的同时,也运用补贴等政策手段不断丰富了农业支持保护的方式和途径。面向农业农村现代化和乡村振兴的宏伟蓝图,加快改革完善农业支持保护制度,更好发挥价格支持和补贴政策的导向作用,仍然是当前和今后一个时期农业支持保护制度建设的重点。

The reform always focuses on the main line of giving play to the decisive role of the market in the allo- cation of resources and giving better play to the role of the government,while giving play to the role of price in.allocating resources;Also the use of subsidies and other policy means continue to enrich the ways and means of agricultural support and protection.Facing the grand blueprint of agricultural mod- ernization and rural revitalization,we should accelerate the reform and improvement of the agricultural support and protection system,and give better play to the guiding role of price support and subsidy pol- icies.It is still the key point of the construction of agricultural support and protection system at present and in the future.
