中国农业规模经营的现实图谱:“土地+服务”的二元规模化

The Reality of Agricultural Scale Management in China:The Mode of “Land+ Service”

推进农业规模经营,已成为我国实现农业现代化过程中的重要政策导向。本文通过对“土地规模经营”和“服务规模经营”之间关系的理论分析,同时结合多个省区的实地调研资料,试图描绘中国农业规模经营的现实图谱。虽然“土地规模经营”和“服务规模经营”都是基于某一核心要素以实现农业规模经营的方式,但二者之间难以分离,而是相互依存、相互促进。中国农业规模经营的实践也不是两种方式任选其一,而是两种方式的有机结合。“土地+服务”的二元规模化,构成了中国农业规模经营的现实图谱,但依然存在区域性和阶段性特征。在我国推进农业规模经营的过程中,没必要完全依赖或推广某种特定形式,应该形成适宜各村庄自身条件的规模经营形式。

Promotion of agrieultural scale management has become an essential policy orientation when realizing modern agriculture in China.This paper has theoretically analyzed the relation between land and service scale management and tried to comprehend the real agricultural scale management in China by combining survey data of different provinces.Even though the land and service scale manage- ment are all centered around one key factor when advancing scale management,but these two are hard to separate since they are interdependent and mutually reinforcing.Thus,real achievement of agricultural scale management relies on the effective connection and the mode of "land+service"has pictured the reality,but it is still regional and periodical.In the process of agricultural scale manage- ment,it is not necessary to depend on only one mode but to combine the conditions of each village to form appropriate way in scale management.
