重大灾害应急医疗救治标准体系探析

Preliminary Study on the Standards System of Emergency Medical Treatment of Serious Disasters

进入新时期我国重大灾害防控形势愈发严重,对应急医疗救治标准建设提出严峻挑战。为推动我国重大灾害应急医疗救治标准体系的进步,本研究以系统论为指导,以重大灾害应急医疗救治需求为导向,借鉴国际国外先进经验,结合我国医疗救治标准建设实践,以标准化系统工程中的标准体系构建方法为基本方法,提出我国重大灾害应急医疗救治标准体系建设框架及发展重点,为应急医疗救治标准的制修订提供建议与借鉴。

The situation of major disaster prevention and control in China is becoming more and more serious in the new era,posing severe challenges to the standard construction of emergency medical treatment.In order to promote the progress of the standard system of emergency medical treatment for serious disasters in China,this study is guided by system theory and the demand for emergency medical treatment of major disasters.Based on the advanced experience of international and foreign countries and the construction practice of medical treatment standards in China,the standards system construction method in standardized system engineering is used as the basic method.The framework and development focus of the standards system for emergency medical treatment of serious disasters in China are put forward to provide suggestions and reference for the revision of the standard of emergency medical treatment.
