摘要
天然气热电联产(CHP)设备投资和运行成本高是阻碍其发展的重要原因。文章考虑了投资补贴、购气价优惠和提高上网电价等补贴方式,建立了以总成本最低为目标函数的楼宇型综合能源系统优化规划模型。选取供热需求高和供热需求低两种区域,分析了各补贴方式对两区域内楼宇的CHP设备配置的影响。仿真结果表明,提高上网电价只能提高供热需求高区域的CHP设备的经济性;在保证投资建设CHP设备具备经济性的基础上,结合所提的3种补贴方式,以政府补贴最少为目标,制定了CHP设备基准补贴策略。
The high investment and operating costs of CHP facility has become an obstacle to its development. Considering the facts of subsidy methods, such as investment subsidy, gas discount and feed-in tariff, an optimal configuration model for CHP facility of building integrated energy system is established in this paper to minimize the total costs. The effects of various compensation modes on device configurations of CHP facilities in both high-demanding heating and low demanding heating regions are analyzed respectively. The simulation results indicate that feed-in tariff only can increase the economic efficiency of CHP facility configuration in high-demanding heating region. Furthermore, based on the economic efficiency of CHP facility, this paper establishes a fiducial subsidy strategy of CHP facility with three proposed methods, aiming at lowest government grant.
