根据我国《国家中长期科学和技术发展规划纲要》要求,中国铁建股份有限公司(简称中国铁建)于2010年正式成立"技术中心",大力开展以科研项目管理和奖励管理为核心的科技创新工作。但由于建筑行业自身特点,公司管理层级较多、项目分布较广,管理工作面临着重重困难。凭借"中国铁建科技设计管理系统"的体系架构的搭建,通过科技专家管理功能模块,对专家进行在线管理,解决了专家信息变更等问题;通过科研项目管理功能模块和奖励管理功能模块,系统将申报项目进行汇总,专家对申报项目进行评审,系统最终将申报结果进行公布,解决了申报资料复杂的问题,同时也解决了专家评审的地域性等问题。

According to the requirements of the National Medium and Long-term Science and Technology Development Program,China Railway Construction Corporation Limited (CRCC) formally established the “Technology Center” in 2010, and vigorously carried out the scientific and technological innovation work with the management of scientific research projects and incentive management as the core. However, due to the characteristics of construction industry, such as complex corporate hierarchy, comprehensive project distribution, the management is facing with a host of difficulties. By virtue of the technology design management system of architecture design, through the management of technology expert function module, the experts are managed online to solve the problems of experts and professional match. Through the function of research project management module and technology progress award module,the system will aggregate the declared items, experts to review the project, and the system will eventually announce the results of the declaration, to solve the complex problem of data reporting, and solve the problems such as regional expert review.
