苏州河段深层排水调蓄管道系统工程建设的必要性分析

Discussions on Construction Necessity of Deep Drainage Storage Pipeline System Project in Suzhou Creek

为有效应对上海市中心城区排水系统提标、内涝防治及面源污染控制等问题,上海规划建设苏州河段深层排水调蓄管道系统工程(简称苏州河深隧工程)。由于该工程规模较大、影响面广,同时国内尚未有排水深隧工程的建成案例,因此从响应国家相关政策法规的需要、满足上海市相关规划及政策的要求、满足人民群众对美好生活的向往、满足国际化大都市水环境治理的需要、满足智慧城市精细化设计和管理的需要、树立深隧技术解决中心城区防洪排涝工程示范等角度出发,系统论述了苏州河深隧工程建设的必要性。研究表明,建设苏州河深隧工程依据充分、效益显著、意义重大、影响深远,为该工程的推进和建设提供决策依据。

To effectively manage the problems of drainage systems upgrading, waterlogging prevention and non-point pollution control, the Suzhou Creek Deep Drainage Storage Pipeline System Project(Suzhou Creek Deep Tunnel Project for short) is planned to construct in Shanghai. The scale of this project is larger with the wide influence, and also there is no completion case of deep drainage tunnel project in China. Therefore, this paper systematically discusses the construction necessity of Suzhou Creek Deep Tunnel Project from responding to the demand of relative national policies and regulations, meeting the yearning of the people for the better life, meeting the demand of water environmental treatment in international metropolis, meeting the demand of fine design and management of smart city, and setting up the demonstration project of deep tunnel technology to solve the flood control and waterlogging drainage in the central city area. The study shows that the construction basis of Suzhou Creek Deep Tunnel Project is sufficient, the benefit is remarkable, the significance is great and the influence is far reaching, which provide the decision basis for the propulsion and construction of this project.
